Immediately the building shows its interior composed of debate and meeting areas. The luminous web of the various rooms is defined by the office buildings, which are coiling around and over it, thus diffusing the natural light and multiplying the sights. This new kind of open block unveils a whole inner scenery to the court and the street to embrace the city. The interpenetration of inhabited solids and voids sets a visible forum, a political square.
