Announcing Howick Place – Flagship development at Victoria’s new cultural quarter

Doughty Hanson and Terrace Hill announce the launch of a new landmark building at 1-5 Howick Place. The flagship development sits at the heart of Victoria’s new ‘cultural quarter’ and is an important part of the area’s £2 billion renaissance.
Howick Place is beginning to gain recognition as a sought-after destination among a community of stylish tenants. It has already attracted international auction house Phillips de Pury, the design studio of Marc Newson and HQ’s of luxury brands Tom Ford and Jimmy Choo – with Burberry, Dolce & Gabbana, Moët Hennessy and Richemont a stone’s throw away.
The building is architecturally stunning and includes just over 143,035 sqft of commercial space and 23 luxury residential apartments. Nestling close to Westminster Cathedral, it takes inspiration from the surrounding conservation area, while creating a cutting edge environment to meet all 21st century needs. The Howick Place development ‘anchors’ the street, spanning Artillery Row and Wilcox Place, a charming pedestrianised area which is set to provide a focal point for the area’s burgeoning cafe culture.
As part of the development, and in consultation with the City of Westminster, a striking public sculpture by an internationally-renowned British artist has been commissioned. The piece will draw on the specific history of the site, reinforcing the area’s cultural identity, and will make an important artistic contribution to the neighbourhood.

Designed by award winning architects Rolfe Judd, the building has spacious terraces offering expansive views over London’s most iconic sights. Great care and attention has been taken at every stage of the development, from the modern clean lines of the exterior to the inspiring double height reception area, copious natural light and a ‘living wall’ growing through the main light well. It will also be highly sustainable, combining energy-efficient design with the use of renewable energy sources (including photovoltaic roof panels) and enhanced biodiversity through the green roofs, with new planting and the provision of bird boxes.
Sustainability at Howick Place
The environmental design will exceed the standards set in the Building Regulations and will achieve a substantial reduction of carbon emissions for both the offices and residential accommodation. Building services will include a combined cooling, heat and power (CCHP) system with supplementary energy provided via an array of photovoltaic (PV) panels on the roof.
The office element will achieve a BREEAM rating of ‘Excellent’. The residential element will achieve a minimum Level 3 Code for Sustainable Homes and all units are designed to meet Lifetime Homes standards. A roof garden will provide amenity to the residential element and enhance the ecological value of the site. Green roofs and new planting with the provision of bird boxes will enhance the building’s biodiversity.
The building envelope has been designed to be energy efficient, seeking to maximise natural day light whilst minimising the effect of solar/heat gains through the use of high performance glazing. A car club membership is to be made available to all new residents within the building and the local area, reducing reliance upon private vehicles and the need for parking spaces. 132 cycle spaces will be provided for the offices along with shower and changing facilities for cyclists. The residences will be provided with 58 cycle spaces. All cycle spaces are provided in internal secure areas.

Rolfe Judd Win Planning permission for Doughty Hanson/Terrace Hill’s redevelopment of Victoria’s House of Fraser Annexe

Designs by Rolfe Judd Architecture for a significant new build redevelopment of the old House of Fraser headquarters at 1-7 Howick Place in Victoria have recently been granted planning permission by Westminster Council.
Situated on the edge of the Westminster Cathedral Conservation area, the £45 million mixed-use redevelopment will comprise high quality offices, 33 apartments residential, and ground floor retail space.
At over 21,000m2, the redevelopment will be a significant increase in floorspace than exists on the site at present. The application, submitted by Rolfe Judd Planning, had to contend with a last-minute intervention by the Mayor of London after it was agreed by Westminster’s Planning Committee. Hard-fought negotiations over the substantial contribution requested by the Mayor towards the Crossrail project reached were finally resolved last week, with the Mayor lifting his original direction to refuse, enabling this significant Victoria mixed use regeneration project to proceed.
Issues of sustainability lie at the heart of this project which features the use of ground source heat pumps and combined cooling, heating and power alongside a highly efficient building envelope to deliver a solution which significantly reduces the buildings overall carbon footprint below current practice.
Of the scheme, project architect Jonathan Carter says, “This is a particularly complex site – but one which has provided us with a fantastic opportunity to design a building which successfully mediates between the sensitivity of the Conservation Area and the bulk of Victoria Street.”
