Victoria Transport Interchange 2 – Description
As the largest urban redevelopment project undertaken by Land Securities to date, the Victoria Transport Interchange (VTI) 2 project, extending from Victoria Station to Bressenden Place, will transform one of London’s busiest intermodal transport hubs, reconnecting it with its surroundings and creating a modern gateway to Central London and a destination in its own right.
Annually, Victoria Station serves more than 115 million passengers via rail, subway and bus. For many people, the journey from the platform to the street-level outdoor public plaza is their first impression of London. Recognizing the pivotal role that this space plays, KPF’s master plan considers several key factors in order to optimize the impressions of both visitors and commuters. The master plan is designed to optimize the access/egress and circulation of buildings as well as the flow and interchange of pedestrians and vehicular traffic. Simultaneously, the VTI2 plan will create a modern and welcoming destination for visitors to the site with high-quality architecture and carefully landscaped and hardscaped public areas. The needs of pedestrians and users of Victoria’s transport links has determined the placement of the new buildings and created new pedestrian routes to and from the station.
The buildings will cater for a variety of uses appropriate to this inner city location including office, retail, residential (with 25% affordable housing) and a public library. The office space will be designed to facilitate the requirements of modern tenants. The extensive retail accommodation will include a range of shops, restaurants and cafes activating the new pedestrian routes and spaces. Beneath this development will be two levels of basements incorporating car parking, cycle spaces, a gym, an energy centre and loading facilities.
The VTI2 proposal will enable an expanding public transport network to function more efficiently. The project allows for the relocation of bus stops to Buckingham Palace Road, Victoria Street, and Bressenden Place. If implemented, the redistribution of buses would allow for the transformation of Terminus place into a welcome public space. The scheme also takes into account Transport for London’s Victoria Station Upgrade for the Underground and Crossrail 2 proposals.
In addition to its master planning role, KPF is designing a new 90-meter, mixed-use tower as part of the area’s redevelopment. The tower will offer 20 floors of flexible office space and will include a ground-level retail opening on the public plaza. This project has involved close work with City agencies, community groups, the Westminster City Council, the Transport for London group, and the Commission for Architecture and the Built Environment (CABE). At the heart of this collaboration is a shared goal to preserve the historic character of Bressenden Place and to maintain the views from St. James and Green Parks of such cultural landmarks as Westminster Abbey, Buckingham Palace and Parliament.
