The Krasnoyarsk Region and Norilsk ecology will benefit from 38 billion rubles allocated from the “Norilsk fine” for environmental protection projects
Russian Minister of Natural Resources and Environment Alexander Kozlov visited the Krasnoyarsk Region. The administration of the region suggests investing 38 billion rubles in events supporting Norilsk ecology, as well as the environment of the Taimyr Dolgano-Nenets municipal district and the city of Krasnoyarsk. The politician witnessed the progress in eliminating the consequences of the fuel spill and discussed with the regional authorities environmental measures that will be financed through the fine that Nornickel has paid, an unprecedented sum of 146 billion rubles.
Mr Kozlov stated that the funds received from damage compensation payments will be designated to environmental projects, including those in the Krasnoyarsk Region. The money will mainly cover the efforts dedicated to liquidation of the consequences of the fuel spill, reduction of emissions and improvement of the sanitary and epidemiological situation in the areas concerned.
Krasnoyarsk Region and Norilsk ecology and environment
In the city of Norilsk and the Taimyr Dolgano-Nenets district, plans are being made:
- to reconstruct treatment facilities and drainage networks, which are now operating at 60-100% of normal capacity,
- to build a complex facility for the processing and disposal of solid household waste,
- to replace outdated urban transport with more environmentally friendly solutions,
- to eliminate the consequences of the fuel spill.
The city of Krasnoyarsk plans:
- to close 25 coal-fired boiler houses,
- to switch the private sector of the city to electric heating,
- to repair the tram infrastructure,
- to purchase more environmentally friendly transport,
- to reclaim a sludge accumulator within the city, which contains 12 thousand tons of hazardous waste.
According to environmental watchdog Rosprirodnadzor, which manages all issues related to liquidation of the CHPP-3 fuel spill, up to date, 25,586 square meters of oil products have been collected from surface waters and 32,539 square meters of coastline have been cleaned, along with disposal and neutralization of waste. Experts from Rosprirodnadzor, the Center for Laboratory Analysis and Technical Measurements (CLATM) and Nornickel have organized constant monitoring of the condition of natural water, soil and bottom sediments in the contaminated area. Minister Kozlov also visited such places as the CLATM for the Siberian Federal District. There he checked the monitoring equipment and a field camp near the Ambarnaya River, where the riverbanks are being washed and land is being recultivated.
Scientists also are working on the spot. In March 2021, the Polar Expedition commenced. By the end of this year, more than 30 scientists from about 10 scientific and research institutes will carry out appropriate surveys and sampling. The aim is not only to obtain relevant, complete and reliable information about the current state of ecosystem components, but also to prepare proposals for a list of technologies that will contribute to the restoration of damaged components and improve the ecological situation.
The Great Norilsk Expedition of the Russian Academy of Sciences is also ongoing. The 2021 expedition team is composed of specialists from 11 research institutes and focuses mainly on surface waters, soils and bottom sediments, flora and fauna, and permafrost. The goal is to trace changes in the condition of the territory, assess the effectiveness of measures taken to eliminate the consequences of pollution and analyze the residual risks.
The CHPP-3 environmental accident occurred on 29 May 2020. Due to depressurization of a fuel tank, more than 21,000 tons of diesel fuel were released into the adjacent areas, threatening the Norilsk environment. On 3 June 2020, an emergency situation was declared at the federal level.
