23 May 2017, Hong Kong – Recognised as one of the major multi-disciplinary architectural practices in Hong Kong, hpa has recently announced its largest and most innovative project to date: New Manila Bay – City of Pearl.
Envisioned as a self-sustainable, revolutionary and eco-nouveau city in the capital of the Philippines, it will place the country on the center stage of Asian innovation and smart technology once complete.
As the lead designer of the project, hpa, the award-winning Hong Kong based consultancy – listed at 47 in the “Top 200 Architectural Practices” (2004) by World Architecture Magazine and ranked amongst the top 10 architectural practices at the BCI Asia Awards in 2008, 2010 and 2017 – will work to create the most progressive smart community in the region, bringing business, entertainment and leisure together in one district. This project will also be the biggest Belt and Road project between the Philippines and China, to date.

“New Manila Bay – City of Pearl, as the first Asian smart city to be in development stages, will capture the essence of the Belt and Road initiative by further advancing business and economic development between China, Hong Kong and Southeast Asia,” says Nicholas Ho, Deputy Managing Director of hpa. “We believe in the ability to enhance our future in accordance with cutting edge technology, and with our team of talented architects and designers, we are able to create, from ground zero to completion, a city that will, in essence, run itself.”
The company’s Research and Development team is dedicated to exploring the latest global trends in architectural design, sustainability, computer technology, and construction materials, in addition to property developments and economic and social matters related to building design. Falling under the company philosophy: “Design for People”, hpa projects are not limited to corporates or government institutions, but specifically and more importantly for the community.

The R&D team at hpa focuses on market variables, including the needs of society, ecological concerns, user-friendliness, the urban design context, property management, and security concerns, to achieve the best design solutions that aim to exceed user expectations and add value to the product, sounding out the principle of “how we design”.
Through innovative, breakthrough designs, hpa aims to create tomorrow’s architecture for a better living and working environment. With this lies the third and final line of their mantra: “why we design” – to create the future and establish strong international links to cities in Southeast Asia and the world.
The New Manila Bay – City of Pearl is a 407-hectare city and new integrated CBD (central business district), connected by a loop road network, with an advanced driverless railway system running throughout. The inner ring features an extensive central park and golf course, while the outer ring looks out onto the views of Manila Bay. Water taxis connect the North and South Islands to other districts in the capital, guaranteeing a walkable city with travel time no longer than 20 minutes, forging an international community of commercial, residential and touristic hubs.
Renewable energy (solar and tidal power) will also be utilised to ensure renewable energy production and consumption. A state-of-the-art sports stadium, a waterfront promenade, as well as residential and commercial areas will present over 50,000 job opportunities for the community.
As one of the first Hong Kong architectural practices that entered the China market, hpa has provided planning and design consultancy services in Asia, the Middle East and Southeast Asia as early as 1980. Through their 3-point philosophy on design, architecture and sustainability, hpa initiates the innovation and vision of its current project.
