The International Financial Centre in Rublyovo-Arkhangelskoye is a 460 hectare mixed-use development project located in the west of «New Moscow», in the floodplain of the Moscow River, five kilometers from the Moscow Outer Ring Road. The idea of creating the IFC was first announced by President Dmitry Medvedev in 2008, and in 2009 the plan to build an IFC in the Russian Federation was approved.

The decision to locate the new financial district in Rublyovo-Arkhangelskoye was made in April 2013 at a meeting of the Working Group on the Establishment of Infrastructure for the International Financial Centre in the Russian Federation under the Government of the Russian Federation, presided by the First Deputy Chairman Igor Shuvalov of the Government of the Russian Federation. The project involves the construction of offices, housing, hotels, commercial and social infrastructure.
