RIBA Competitions is pleased to announce the launch of a ‘Competitive Procedure with Negotiation’ for a multi-disciplinary design team for a proposed joint eye care, research and education facility for Moorfields Eye Hospital and UCL Institute of Ophthalmology.

This is a joint venture between; • Moorfields Eye Hospital NHS Foundation Trust (Moorfields) • University College London (UCL) • Moorfields Eye Charity (MEC)

The partners propose to plan, design, build and operate a new integrated care, education and research facility at a preferred site at St Pancras Hospital in London.

The new facility will be flexible and modern, enabling them to bring together eye research, education and healthcare for the first time, while being focused on patients and attracting and retaining the best ophthalmic scientists, educators and clinicians.

This presents a rare and complex design challenge for architects worldwide to secure a high-profile, global opportunity to produce a design for a new, state-of-the-art facility in an important regeneration and conservation area in the heart of London.

Moorfields and UCL Institute of Ophthalmology (UCL IoO) have established global reputations of excellence and are top-ranked internationally as stand-alone institutions in the field of ophthalmology. They provide globally-recognised research, excellent education and outstanding clinical care.

The partnership is the only joint university clinical NHS partnership in the UK that is ranked number one globally in any medical field. Moorfields Eye Charity (MEC) is an independent charity founded in 2011 and formed through the merger of various charitable and philanthropic activities connected to Moorfields Eye Hospital (MEH).

David Probert, chief executive at Moorfields Eye Hospital said: “The launch of this RIBA led design competition is an exciting step forward in our proposal to relocate our City Road services to a new, state-of-the-art, integrated facility for eye research, education and care with our project partners.”

“We want to create a new, flexible and modern facility to enable us to continue to deliver the best eye care to our patients and to attract and retain the very best ophthalmic scientists, educators and clinicians in the world.”

Alan Thompson, Dean of the Faculty of Brain Sciences at UCL said: “World class research and education facilities are essential in developing new treatments, interventions and technologies that will improve patient, student and staff outcomes.”

“A new facility that integrates eye care, research and education in a single building will drive innovation and invention and encourage ground-breaking research into eye health.”

Robert Dufton, chief executive at Moorfields Eye Charity said: “Moorfields Eye Charity’s key priority is raising money to help Moorfields and UCL provide the best possible care for its patients; to educate the researchers and clinicians of tomorrow; and to support leading edge research that aims to develop new treatments for eye disease.”

“Philanthropy has played an essential role throughout Moorfields Eye Hospital’s 200 year history. Along with our partners at UCL, we are committed to continuing this important work to secure the philanthropic support to fund this essential facility, which will improve patient outcomes and increase opportunities to develop eye research and education.”

At the first phase, Expressions of Interest are invited from innovative, multi disciplinary design teams by completing the Selection Questionnaire. The evaluation of the submitted Selection Questionnaires will lead to a shortlist of up to five design teams to prepare design proposals, who will each receive an equal honorarium of £15,000 +VAT.

The deadline for receipt of Selection Questionnaire returns is 14.00hrs on Friday 13 July 2018.
