PROPOSALS FOR HULL’S FRUIT MARKET SITE UNVEILED
Exciting proposals for the redevelopment of Hull’s Fruit Market site have been unveiled by the urban regeneration company Hull Citybuild. The magnificent historic waterfront site is adjacent to Hull’s marina and the brief calls for proposals which retain the charm and character of the old town whilst creating a vibrant new community through the creation of places to live and work, alongside café bars, speciality shops, restaurants, boutique hotels as well as new public space.
The four development teams who have been shortlisted are:
CTP St James & Wright Group
Ispace, Quintain & Wykeland Group
The Fruit Market site has been divided into 5 development areas and it is the Central Development Parcel that is the subject of the developer competition. New buildings on the site will house almost 300 residential units, 1670 sq m of workspace and small offices and 3940 sq m of commercial uses to include shops, restaurants and bars and galleries. Other phases of development will create additional homes, offices and two boutique hotels and it is proposed that the dry dock will be restored and a new public plaza created.

We have shortlisted an impressive group of four highly regarded developers and the proposals submitted are of an immensely high standard using the talents of some of the leading regeneration and design practitioners operating in the UK today.”
Councillor Andy Sloan, Portfolio Holder for the Economy, Hull City Council is delighted by the standard of the developers’ submissions: “Given the quality of the competition and the location for the development being an historic waterfront market right in the centre of the city, I’m excited and expect something truly special.”
The developers have set out their visions for the site in a public exhibition in the city. Chris Brown, Igloo’s Chief Executive commented: ““The enthusiasm of the people of Hull is outstanding. The Fruit Market will be the distinctive, green creative neighbourhood they deserve”.
Reland’s Managing Director Mark Jackson said: “Our proposals represent our belief that a distinctive and vibrant addition to the City Centre offer of Hull is there for the making. Our designs aspire to the creation of a quarter of great character and individual identity, with ‘public realm’ of the highest standards.”
Helen Davies, spokesperson for the bid on behalf of Ispace, Quintain and Wykeland said: “Our approach focuses on evolution not revolution. Retaining what makes the area special then providing an infrastructure and support to evolve the community, continuing the work of previous generations. Preserving historical buildings, keeping new development to a small scale and retaining the Fruit Market are key to preserving the uniqueness of this area.”
David Topham Chief Executive of CTP commented on behalf of CTP, St James Ventures and Wright Group: “It is our intention to produce a forward thinking sustainable scheme that puts the Fruit Market on the map for its diverse mixture of residential, commercial, leisure uses and exemplar Green credentials.”
The preferred development partner will be announced in January 2008 with work likely to start on site in 2009.
On 21 June 2007, Hull City Council approved the creation of a new City Development Company (CDC) in Hull. Detailed plans for starting up the new company are well advanced and are being shared with local businesses and other key stakeholders, such as Yorkshire Forward.
The proposed new City Development Company, Hull Forward, will build on the existing success of Citybuild and Hull City Council and will look to fast track the delivery of economic development; regeneration schemes and projects across the city.
The key features of the City Development Company (CDC) will be:
To act as the ‘custodian’ of a citywide Economic Masterplan;
To operate at a citywide level;
To develop, co-ordinate and deliver economic and physical regeneration, under the Masterplan arrangements;
To continue, with the support of the business community, to promote Hull to achieve sustainable economic growth;
As a company, limited by guarantee, to represent all stakeholder interests;
To be publicly accountable and to have a private sector chair – the deputy chair will be the Hull City Council Portfolio Holder for the Economy;
To build on Citybuild’s current successes;
To provide a coordinated and focused leadership model for economic regeneration.
Hull City Council will continue to take the lead in setting the economic strategy for the city and manage Hull’s overall investment programme.
Citybuild’s work will continue and will evolve into Hull Forward over coming months. It is anticipated, subject to the necessary approvals and the agreement of funding, that the new company Hull Forward will be fully operational from April 2008.
