JURY FINAL REPORT
The competition was launched by the Cascais City Hall and assessed by the South Regional Section of the Architects Association (OASRS).
1. AIM, JÚRY AND EVALUATION CRITERIA
– Aim
The competition aim was to select one idea for an ephemeral architectural intervention at Jardim da Parada, beside Casa Sommer, in the center of Cascais.
The winning idea shall be built by the City Hall and is predicted to be in exhibition between August and October 2018, thus being on display in that public space during the summer months.
6. PROPOSALS EVALUATION AND ORDINATION
The Jury analyzed the 49 proposals individually in terms of relative value, and the members of the Jury expressed their position on the solutions presented, depending on their own professional experience and specific training and according to the evaluation criteria.
– Observations
1st prize:
The Jury decided to award the first prize to the proposal “Suspended gravity”, with the code XPKT9Z.
After passionate debate and deliberation, the Jury found very interesting and stimulating the approach to the competition theme, exploring different states of water as a “rain pavilion” and a “fog pavilion” that relates to one another. It was emphasized the elegance of the proposal and its formal containment, using the minimum of materiality to create a maximum of poetry and experience accessible to everybody.
Its delicate footprint was valued in the context of Jardim da Parada, taking advantage of the existing hydraulic infrastructure, as well as the idea of recycling water through plants. Finally, the curatorship program with a focus on pedagogical activities in the field of ecology was considered to be coherent and adequate.
Honorable mention:
The Jury also decided to award an honorable mention to the proposal “The fountain of all living species”, with the code AZ2FXX, for its originality in the conceptual approach, with the vision of a harmonious life between water and all sorts of living beings: humans, animals and plants. The Jury was sensitive to this disruptive, poetic and coherent project which, however, was not exactly in the subject of the competition, but which may be interesting for another future project.
7. AWARDS
The Jury deliberated, unanimously, to attribute the following prize:
– 1st prize: 15.000,00€ to the proposal with the code XPKT9Z.
The Jury also decide to attribute an honorable mention, with no money prize, to the proposal with the code AZ2FXX.
After completing the procedures for evaluating the proposals, the Jury closed its work.

Philippe Starck
“Political, ethical, subversive, ecological, fun: this is how I see my duty as a creator.” Philippe Starck. Despite more than 10 000 creations – completed or in the making – his global fame and his tireless protean inventiveness, never forget the essential. Philippe Starck has a mission and a vision: creation, whatever shape it takes, must make life better for the largest number of people possible.
Starck believes this highly poetic, political, rebellious, benevolent, pragmatic and subversive duty must be borne by all and he resumes it with the humour that has accompanied his approach since the earliest days: “No one is forced to be a genius, but everyone has to take part.” This citizen of the world, who considers it his duty to share his ethical and subversive vision of a fairer planet, creates unconventional places and objects whose purpose is to be “good” before being beautiful.
His profound comprehension of contemporary mutations, his enthusiasm for imagining new lifestyles, his determination to change the world, his devotion to a positive reduction, his love of ideas, his desire to defend the intelligence of usefulness – and the usefulness of intelligence – have accompanied one iconic creation after the other… From everyday products such as furniture and lemon squeezers, to revolutionary mega-yachts, hotels and restaurants that aspire to be wondrous, stimulating and intensely vibrant places, Starck never ceases to push the boundaries and criteria of contemporary design.
Individual windmills, smart thermostat, electric bikes, or an innovative and ecological wooden prefabricated house – soon to be followed by solar boats, his technological miracles are vectors of democratic ecology, focused on action and a respect for the future of both humans and nature. Predicting the phenomena of convergence and dematerialization, Philippe Starck has always devised objects that demand the most from the least. The solutions provided by his dreams are so vital, so essential that he was the first Frenchman to be invited to the legendary TED conferences.
Inventor, creator, architect, designer, artistic director, Philippe Starck is all of the above, but above all he is a man of honesty, in the purest tradition of the Renaissance artists.
Georg Pendl
From Innsbruck, Tirol, Austria, Architect Georg Pendl graduated from University Innsbruck. Has own office since 1986, Pendlarchitects since 2004. Main field of work: social+ private housing, renovation and reuse, industrial and commercial buildings, workshops, passive house standard.
Several winning entries and prizes in architectural competitions, publications in several magazines, jury work in national and international competitions. Participated exhibitions in New York (architectural league), Venice (biennale), Vienna, Innsbruck.
Volunteering activities: board member of Tyrolean Architectural Institute (AUT) since 1996, chair of architects in tyrolean chamber 1998-2006, chair of architects in federal chamber of Austria 2000-06 and 2014-17, president of the federal chamber of architects and engineers 2006-2014, board member of european forum of architectural policy 2015, member executive board of ace (architects council of Europe) 2004-5, 2007-8, 2010-11, 2015-17. President of the architects council of Europe since 01.2018. Leisure: backcountry skiing, mountain biking, vienna city marathon 2001+02.
Oya Atalay Franck
President of the EAAE European Association for Architectural Education, Oya Atalay Franck is an architect, architectural historian and educator. She is Professor of Architecture and Director of the School of Architecture, Design and Civil Engineering as well as Head of Continuing Education at ZHAW Zurich University of Applied Sciences in Winterthur, Switzerland. Her teaching covers the theory and history of architecture as well as design studio. She has taught architecture and construction, urban design and architecture theory at Rensselaer Polytechnic Institute in Troy, NY, USA, at Bilkent University in Ankara, Turkey, and at ETH Zurich.
Oya Atalay Franck acts as an expert in various, scientific bodies such as SNF Swiss National Foundation of Research and FWO Research Foundation Flanders, in advisory boards and peer review committees, as well as in auditing boards for education and research quality for several schools of architecture, civil engineering and urban planning, juries of professional competitions in various European countries.
Her research work covers architectural education and practice and the changing roles of architects; design methods/research by design; as well as modern architecture and urbanism in European and Non-European contexts. She is a founding member of the EAAE Education Academy as well as a founding member and former coordinator of the ARENA Architectural Research Network.
Pedro Gadanho
Pedro Gadanho is curator, author and architect. Director of MAAT, the new Museum of Art, Architecture and Technology, in Lisbon. Was curator of contemporary architecture in MoMa, Museum of Modern Art, in New York, where he coordinated the Young Architects Programand organized exhibitions like 9+1 Ways of Being Political, Uneven Growth, Endless Houseand A Japanese Constellation.
Since 2000, was co-director of ExperimentaDesign, commissioned Metaflux, the Portuguese representation at Venice Architecture Biennale, and was curator in shows as Space Invaders, Post.Rotterdam, and Pancho Guedes, and Alternative Modernist. Was editor of bookazine Beyond, Short-Stories on the Post-Contemporary, of the blog Shrapnel Contemporary, and is a regular contributor to publications at international level. Master in art and architecture and Doctorate in architecture and mass-media, he is the author of the book Arquitectura em Público, which was awarded the FAD prize of Thought and Criticism in 2012.
Joana Balsemão
As technical advisor at the Permanent Representation of Portugal to the European Union, was responsible for negotiating legislative proposals related to environmental, climate and energy policy.
Previous experience includes: Advisor in the Ministry of the Environment, with the responsibility of the international dossiers; Coordinator of Agenda 21 program at Cascais City Hall; Researcher by Instituto Superior Técnico, in the area of education for climate change; Energy technician in Vale of White District Council in the United Kingdom, responsible for the awareness program and implementation of the Energy Poverty Strategy; Advisor at the Luso-American Development Foundation Completed her Masters in Environmental Change and Management at Oxford University. Is 41 years old and the mother of three children.
Miguel Marcelino
Miguel Marcelino (Portugal, 1981), architect (UAL, 2005), lives and works in Lisbon. Studied music from 1993 to 1998 at the Gregorian Institute of Lisbon. Worked with Herzog & de Meuron (Switzerland, 2003/04) and Bonell & Gil (Spain, 2005/07), before establishing his own office in 2008, winning right on that year his first open competition.
In 2014 he is invited to join the official Portuguese representation at the Venice Architecture Biennale.
Miguel Marcelino’s built work includes the Three Courtyards House (2012), House on a Warehouse (2012), Fonte de Angeão School (2014) and the Museum of Mechanical Music (2016).

João Veríssimo
28 years old Portuguese Architect born in Faro. In 2008, starts the Civil Engineering course at FCT, however Architecture was always the course he wanted. After changing he graduates at U.Lusíada and finish his master’s degree at FAL. Throughout his academic career he collaborates with some architecture ateliers such as HBFM, Fernando Hipólito, Jorge Mealha, SousaSantos Arquitectos, Embaixada and Helena Botelho Arquitectura.
He also develops his own works and some team works with colleagues. Some of his works have been published in places such as the Portuguese Society of Authors, National Society of Fine Arts, Roca Lisbon Gallery among others. In 2016 his final master degree project “Revisited waters” is one of 30 shorlisted projects for the YTAA (Young Talent Architects Award) organized by the Mies Van der Rohe Foundation.
Beyond architecture he also has other very strong tastes like surfing and sailing having been national longboard champion in 2009 and European team surf champion in 2011. In 2016 he crosses the Atlantic Ocean in a sailing boat with four more friends. Currently he is one of the co-founders of the Architectural visualisation company Tejo Collective and creates a small architectural atelier, CAVE Atelier, with his former colleague Miguel Cavaleiro. He works in parallel in both companies and continues to surf and sail.
