New parliament building of the German Speaking Community in Eupen, Europe

In November 2008, Atelier Kempe Thill won the international competition for the new parliament building of the German Speaking Community in Eupen, Belgium. The parliament – one of the smallest in Europe – officially represents the 74.000 inhabitants of the speech community located in the East of Belgium.

The project consists of two parts: the conversion of a monumental sanatorium into a multifunctional office building and an extension with representative spaces for parliamentary meetings.

The existing building will be renovated in terms of functionality as well as energy efficiency. Besides the facade, the windows and the slate roof, also the building systems will be completely renewed. Existing historical details will be preserved carefully. The extension is situated half underground in front of the existing sanatorium.

With its green roof and green facade, the new building softly integrates with the surrounding park landscape and will emphasize the monumentality of the sanatorium building. The interior of the meeting room is fully covered with specially designed wooden acoustic panels, which interpret traditional wooden claddings in a modern way. From here, the visitor will enjoy a beautiful view to the surrounding landscape. Construction will start at October the 17th 2011, the completion is planned to be in fall 2013.

SPATENSTICH UMBAU UND ERWEITERUNG DES PARLAMENTS DER DEUTSCHSPACHIGEN GEMEINSCHAFT IN EUPEN /BELGIEN

Im November 2008 gingen Atelier Kempe Thill als Sieger des internationalen Wettbewerbs für das neue Parlamentsgebäude der deutschsprachigen Gemeinschaft in Eupen / Belgien hervor. Das Parlament – eines der Kleinsten von Europa – ist die offizielle Vertretung der 74.000 Einwohner der Sprachgemeinschaft im Osten Belgiens. Das Projekt besteht aus zwei Teilen: der Umnutzung eines monumentalen Sanatoriums in ein multifunktionales Bürogebäude und seiner Erweiterung mit repräsentativen Räumen für parlamentarische Sitzungen.

Das bestehende Gebäude wird dabei sowohl funktional als auch energetisch saniert. Neben der Fassade, den Fenstern und dem Schieferdach wird auch die Haustechnik komplett ausgetauscht. Vorhandene wertvolle historische Details werden dabei sorgfältig konserviert.

Der Erweiterungsbau wird in Form eines halb-unterirdischen Baukörpers vor dem bestehenden Bauwerk realisiert. Durch sein Gründach und seine Grünfassade fügt der Neubau sich sanft in die umgebende Parklandschaft ein und verstärkt die Monumentalität des vorhandenen Baukörpers. Der Parlamentssaal wird – an die lokale Forsttradition anknüpfend – mit einer speziell entwickelten akustische Holzverkleidung versehen und hat eine wunderbare Aussicht auf die Landschaft. Mit dem Bau am 17.10.2011 begonnen, die Fertigstellung ist für den Herbst 2013 geplant.

START BOUW VERBOUW EN UITBREIDING VAN HET PARLEMENT VAN DE DUITSTALIGE GEMEENSCHAP IN EUPEN / BELGIE

In november 2008 werd Atelier Kempe Thill als winnaar uitgeroepen van de internationale prijsvraag voor het Parlementsgebouw van de Duitstalige gemeenschap in Eupen, België. Het parlement – de kleinste van Europa – is de officiële vertegenwoordiging van de 74.000 inwoners van de taalgemeenschap in het oosten van België. Het project bestaat uit twee delen: de verbouwing van een monumentaal sanatorium tot een multifunctioneel kantoorgebouw en een uitbreiding met representatieve ruimten voor de parlementaire zittingen.

Het bestaande gebouw wordt zowel functioneel als energetisch hersteld. Naast de gevel, de ramen en het leien dak worden de technische installaties compleet vervangen. De aanwezige historische details worden zorgvuldig bewaart.

De uitbreiding wordt in de vorm van een halfondergronds bouwlichaam voor het bestaande bouwwerk gerealiseerd. Door zijn groendak en groengevels voegt de nieuwbouw zich moeiteloos in het omringende parklandschap en versterkt het de monumentaliteit van het bestaande gebouw. De parlementszaal wordt – voortbouwend op de lokale houttraditie – met een speciaal ontwikkelde akoestische houtbekleding voorzien. Vanuit deze zaal heeft men een prachtig uitzicht op het landschap.

De bouw start op 17.10.2011, in de herfst van 2013 zal het gebouw worden opgeleverd.
