Minister launches Certification of Design Scheme for Section 6 Domestic
The application by RIAS and BRE to the Scottish Executive to establish a Certification of Design Scheme has received ministerial approval. Stewart Stevenson, Minister of Transport, Infrastructure & Climate Change officially launched the scheme at SBSA Headquarters in Livingston on 21 August 2007. The RIAS will be a Scheme Provider and the operational launch will take place on 1 October 2007, with all registered members being able to access the website and progress to the online learning modules, leading to accreditation as ACoD (Approved Certifier of Design).

The introduction of the Building (Scotland) Act 2003 provided the opportunity for design professionals in Scotland to be able to certify that their design meets one or more Sections of the regulations. Certification of Design is possible for designers if they have achieved membership of a certification scheme that has been approved by Scottish Ministers.
In April 2007 RIAS applied for a Certification of Design Scheme, and following discussions with SBSA, the Scheme application was amalgamated with a similar application by BRE. The joint application for the Scheme was approved by Ministers on 16 August 2007.
The RIAS has also received approval to be a Scheme Provider. All ARB registered Architects and CIAT members can apply to become Approved Certifiers of Design allowing them to certify that their designs meet the requirements of Section 6 (Domestic) of the Scottish Building Regulations for alterations / extensions, conversions and new build housing. In the case of new build this also allows them to issue Energy Performance Certificates (EPC) as required by the Energy Performance of Buildings Directive.
The web based system, developed by Just-Ask Services Ltd, encompasses registration, training, bespoke SAP software and certificate generation. Once registered and accredited through the on-line assessment process, Approved Certifiers of Design (ACoD) will be able to: – use the SAP calculator (specifically designed for use in Scotland); issue a Certificate of Design for Section 6 (Domestic) at the point of applying for building warrant (which provides a 10% discount from the application fee); and generate in the case of new build an Energy Performance Certificate (from the relevant SAP calculation), a copy of which can be submitted with the completion certificate.
