Parts of the scheme designed by Pilbrow & Partners include the Broadway Terrace Building in what will become Earls Court Village and a prominent building where Eardley Crescent to the south of the centre meets the southern edge of the new Lost River Park, entitled The Prow.

Detailed design proposals for further phases of the Earls Court Masterplan will be presented for consultation in late 2014.

The first detailed proposals for parts of the new Earls Court, featuring new homes, squares and parks around London’s newest high street, have been approved by the Royal Borough of Kensington and Chelsea (“RBKC”) and London Borough of Hammersmith and Fulham (“LBHF”).

Capital & Counties Properties PLC (“Capco”) welcomes the decisions made this week by the planning committees of both Councils to approve Capco’s Reserved Matters Applications which include the detailed design proposals for Earls Court Village. This follows receipt of outline planning permission for the 10.1 million square feet Earls Court Masterplan from both boroughs in November 2013. It also follows last week’s formal agreement of a Joint Venture with Transport for London (TfL) to bring forward the first phases of the Earls Court Masterplan.

The proposals for this part of the Masterplan, which now have detailed consent, cover an area of 16 acres and provide for 2.4 million square feet of residential-led, mixed-use space. This will include over 1,200 new homes, 3.35 acres of publicly accessible park – which is over half of the planned Lost River Park – and the first phase of the new High Street with retail, dining, leisure, culture and community facilities. A beautiful new landscape and public park, designed by RHS Chelsea Flower Show gold medallist Andy Sturgeon, features restaurants and cafes where visitors and residents can dine in the park. 450 new trees and 20,000 plants will be planted in a series of elegant garden squares linked by both structured and informal landscapes.

Capco’s detailed planning application for a change of use for the Empress State Building from commercial to residential was also approved by LBHF on 3 April. The Empress State Building will now be integrated into the Earls Court Masterplan, adding 580,000 square feet of residential floor space to the overall Masterplan area. The new scheme proposes the creation of 340 new homes as well as improvements to the façade of the existing building.

The project has real momentum and this decision signals another major milestone in delivering the vision for Earls Court. As well as creating a vibrant new part of London, the plans will act as an enormous boost to the economy, creating thousands of new homes and jobs and signalling an £8 billion investment in the local area.”

The detailed designs are part of architect Sir Terry Farrell’s Masterplan for the Earls Court area – which presents a unique opportunity to establish a new address in central London, where Kensington, Chelsea and Fulham meet. Over £8 billion will be invested in the overall Earls Court project, creating 7,500 new homes, including 1,500 affordable homes, and over 10,000 jobs. A £452 million package of benefits for the local community has been agreed that will see over £44 million invested in the local transport infrastructure and £36 million invested in local school, health, community and cultural space provision.
