A large part of the programme is placed on the first upper floor to comply with flood protection requirements for the area. As a result, the architecture is unique among the design schemes produced by the firm. The building seems to float a few metres above the ground, like a vessel hovering at the height of the roofs of the surrounding houses.

The building shows how an architecture project can not only encourage a dialogue between ancient and modern architecture but can also provide a powerful catalyst for reinvigorating the fabric of a city. This contemporary building references the courtyard and terraced vernacular of the region. It is articulated as a nine-storey structure, half of which is sunk deep into the ground, keeping the building’s profile low in sympathy to the scale of the surrounding buildings.

The Nemausus social housing project has, since it was completed in 1987, become so well know that it is difficult to put its radical qualities into proper perspective. The use of industrial materials (concertina garage doors for balconies, metalwork decking, aluminum open stairs) is indeed radical, but does not derive from any intention to shock or to be radical for its own sake. Among the key questions was the definition of a “good apartment”; a good apartment was, quite simply, as big an apartment as possible. A good apartment was flexible, changeable. And a good apartment was inexpensive. That is the democratic aspect.

Abundant planting in the communal spaces continues into the private spaces, constituting another major undertaking of the project. Situated on a narrow plot surrounded by buildings, some imposing, the facades wre designed so that were both largely glazed but also largely planted, in order to create a kind of filter to mask direct views.

In 2007, Groupe 3F and the Courbevoie Town Council launched a competition for a social housing project on the last remaining plot in the urban development zone of Les Fauvelles. The proposal was selected over those offered by SOA Architectes and LAN Architecture.
