Kaliningrad City Design Competition – International

On behalf of the Kaliningrad Region Government and with assistance of the Kaliningrad City Administration, the Non-Profit Partnership “Urban Planning Bureau “Heart of the City”” (Kaliningrad, Russia) is preparing to announce the launch of an international architectural competition for a spatial and volumetric design of the Governmental historical and cultural complex on the area of the former Order’s Castle Königsberg and the House of Soviets (4,5 ha) in the city of Kaliningrad. The parameters of this competition will take into account the results of the previous one “Korolevskaya Gora and Its Surroundings” that was organized by the Bureau “Heart of the City” in 2014 (For more information please visit http://tuwangste.ru/en).

Preliminary Parameters:
Type: one-stage, open, international (working languages – Russian, English)

Purpose:
– Accommodation of new functions and the discovery of a contemporary architectural image of the historic centre of Kaliningrad in view of the historical and cultural potential of the place;
– Creating a new silhouette panorama of the historic centre of the city, including the building of the former House of Soviets.

Functions of a new Governmental complex:
– A multifunctional transformable hall (concerts + congresses) for 1200 persons;
– An archaeological museum, using foundations of the Königsberg Castle – 1 000 sq.m.;
– A museum of the castle’s history + “Reliquarium” (Kunstkammer) – 1200 sq.m.

Prizes:
1st prize: 1 500 000 roubles
2nd prize: 1 000 000 roubles
Two 3rd prizes: 400 000 roubles
Internet prize: honorary prize based on internet voting results: 100 000 roubles

Competition Jury:
9 persons from the previous competition jury members, – 5 members representing a professional part and 4 persons representing a political part (Client’s representatives).
Separately: internet voting

Deadlines:
Competition start: Late April – May 2015, deadline for the submission of entries – August 2015.
