The main difficulty of the project is to create an overall unity between the different buildings in a large space separated by a road. Each of the public buildings gathered on this political and administrative campus must be identifiable but must at the same time express complementarity and unity: continuity, dynamism and novelty while adapting to the climate and the specific needs of the city and the region.
It was a question of bringing together in an original modern project the spirit of a very old and very deep tradition – that of constructions integrated in gardens – and the concern more and more pressing today of the respect of the environment and natural resources.
