Meier was born in Newark, New Jersey in 1934. In 1957 he graduated from Cornell University, USA. Richard worked for Skidmore, Owings, and Merrill Architects and also Marcel Breuer Architect. His practice started in 1963. Meier was a member of the "New York Five", famous for purist white neo-Corbusian architecture.
